David Duarte Arancibia is one of the world's leading specialists in PPP fiscal risk management, combining over two decades of frontline experience as both government practitioner and international advisor. His credentials span the full spectrum: building and running Chile's fiscal risk management system, leading the World Bank's global infrastructure contingent liability agenda, and co-developing the PFRAM model now used by governments and MDBs worldwide.
